Forget about Northern France (= Normandy). It was the Viking chief Rolf – or Rollo - who ruled there.
The Danish Viking kings had no control over him.
And also forget about Latvia and Lithuania. We NEVER ruled there. And compared with Estonia of today, we only ruled the northern part of it - or more or less half of it.
But we for more than hundred years ruled over Sweden - and that included the whole of Finland, which were a art of Sweden in those days.

The answer to your question is both a yes and a no. It depends on how you see it, and in what time you refer too.
England was invaded mainly from Normandy, which was at that time an area which was given to a viking chief which made the place a settlement. And at some time some danish laws was introduced in parts of England - the dane law. But that was a set of rules, not a dictation from goverment of denmark. The vikings was a first divided into clans, later working together (norwegians, swedes, Danes etc. when it comes to englang, especially the norwegians was very active at some point) - but again - lots of things have been lost in history as the vikings did not write much down themselves. Maybe Denmark was viking area because we was invaded by swedish people in the past? In order to track you own past and cultures, one might take a look at the viking long boats which was so vital to the viking success.
As for Norway - hmmmm.. the countries was united at some time yes, and some danish kings did things they maybe shouldn't have to the norwegians. So in that way, one can say that denmark "decided" over the area of Norway.
Sweden, some parts of it was part of Denmark yes. But the closest thing to a united kingdom with sweden have been the kalmar union (which included norway). And thus, Sweden was not danish as such.
Northern Germany - Parts of it have been danish yes. But there was an election, and before that many german people moved to the area. And so the outcome was, that they decided to be part of germany.
The danes now consist mainly of the people whose forefathers stayed at home when other vikings went to explore the world - writing history as they went along. So to credit Denmark for that much is maybe a little too much. ;-)
